Obviously you do not want to continue using a tank with a ruptured burst disc.  This Safety valve has to be replaced and re-set to the correct torque, which only a professional airsmith can do safely and properly.  Such professionals can be found at commercial air tank supply outlets or the manufacturers of the tank.  Never try to do this yourself, even if you can
